Please see attachment for additional details: The Office of Emergency Management (OEM) is in need of a contract to provide on-demand, scalable, as-needed transportation services for the City of Philadelphia. The scope and need are as follows: * Provide on-demand transportation for City of Philadelphia residents, their animals and luggage at the direction of City personnel, essential to meeting the needs that arise during emergencies or large-scale events. In the case of evacuation or an established need, including but not be limited to providing transportation for unhoused population, elderly, disabled, and children that is ADA-compliant and accessible. * Provide on-demand transportation for the City, State, and Federal personnel throughout the City of Philadelphia, to include, but not be limited to essential, emergency response, and public safety personnel. * Be used as shuttle services between key locations like shelters, hospitals, and distribution centers. * Stationary positioning as an emergency respite vehicle for displaced individuals prior to the establishment of a shelter facility or in other emergency situations. * Transportation services that meet the City's required needs must be provided within 12 hours of the initial request. * For each service request, the contracted vendor provides contact information of the driver(s) and the coordinator of services. * Services will be delivered on an on-call, as-needed basis beginning on July 1, 2026. * The hours and location of work will be based on the need at the time-of-service request. The contractor is responsible for providing all necessary equipment and management services to meet the City's established transportation needs. * Contractor agrees, at a minimum, to submit narrative reports of any issues encountered during the provision of services as soon as feasible to the City. * Not required, but highly recommended that the contracted vendor provides location tracking of each vehicle while in service.
